Highmark Construction was started April 1, 2019 by Michael Decoteau and Joe LeBlanc. Highmark Construction is a locally owned and operated company providing commercial and municipal construction services for southeast Louisiana. We are unique in the construction industry because we can self-perform multiple trades with our own crews. Michael is a professional engineer with over 30 years as a Project Engineer and Project Manager for numerous private and municipal projects. Joe has over 17 years in construction as a Manager, Supervisor and Operator in the private, commercial, and municipal markets. We can closely manage jobs no matter how small or big while maintaining our highest level or quality and service. We are a veteran owned company with 28 full-time employees consisting of managers, foreman, supervisors, operators, and crew. Our combined work history consists of over 45 years installing underground pipe, water mains, and sewer lines. We offer underground utility services year-round in Louisiana and are skilled with “tough” projects such as deep excavations.
